Ukraine has said that Russia offered the United States a $12 trillion economic cooperation proposal during confidential discussions linked to peace efforts surrounding the war.

Ukrainian President Volodymyr Zelenskyy made the claim while speaking to journalists during a closed-door briefing. He said the information came from Ukrainian intelligence agencies and concerned a proposal allegedly presented by Kirill Dmitriev, head of Russia’s sovereign wealth fund.

According to Zelenskyy, the proposal has been referred to as the “Dmitriev package” and was presented as a bilateral economic cooperation plan between Washington and Moscow. He said the total value of the proposal was approximately $12 trillion.

“Intelligence showed me the so-called ‘Dmitriev package’ that he presented in the US – it amounts to around $12 trillion,” Zelenskyy said, according to Ukrainian media reports.

Zelenskyy did not provide documents or specific details of the proposal and did not name the US officials involved. He said the proposal was discussed during meetings held last year.

Proposal discussed amid ongoing peace contacts

Zelenskyy’s remarks come as the war between Russia and Ukraine approaches its fourth year. Fighting continues across several fronts, while diplomatic contacts involving the United States and Russia have taken place alongside continued Western military and financial support for Ukraine.

Zelenskyy said economic cooperation had become a recurring topic in contacts between Moscow and Washington under US President Donald Trump’s second administration. He said Russia had sought to present large-scale economic initiatives as part of its engagement with US officials.

The size of the proposal cited by Zelenskyy is significantly larger than Russia’s current economy. Russia’s gross domestic product is far below the $12 trillion figure mentioned. Zelenskyy did not explain how such a proposal would be structured or implemented.

Last year, US media outlets reported on a 28-point framework linked to peace discussions that was reportedly drafted by Dmitriev and Steve Witkoff, a US envoy involved in diplomatic outreach. The document outlined steps related to ceasefire arrangements, sanctions relief, and long-term economic cooperation between the United States and Russia.

That framework was first reported by Axios and later cited by other media outlets. Ukrainian officials publicly opposed the proposal, saying any plan affecting Ukraine must include Kyiv’s direct participation.

Ukraine has repeatedly stated that it opposes easing sanctions on Russia without changes related to the war and accountability for Russian actions.

Ukraine urges transparency on US-Russia contacts

Separate reports have added to Ukraine’s concerns about contacts between US and Russian interests. In November, the Wall Street Journal reported that US business figures had held private meetings with Russian oligarchs linked to President Vladimir Putin.

According to the report, the discussions included topics such as rare-earth minerals, gas extraction, and the possible revival of the Nord Stream pipeline. The report did not say whether any agreements were reached.

Neither the US government nor the Russian government has publicly confirmed the details of those meetings. Ukrainian officials have said they are monitoring such contacts closely.

Zelenskyy said that while some aspects of US-Russia relations may not directly involve Ukraine, Kyiv expects to be informed about discussions that could affect Ukrainian territory or national interests.

“Probably some things in US-Russia relations do not concern us,” Zelenskyy said. “But if they somehow affect our national interests, the Ukrainian people, our territories, then we would like to see this, so that there are no problems later.”

As of now, neither Washington nor Moscow has publicly confirmed the existence of the alleged $12 trillion proposal. The White House has not commented on Zelenskyy’s statement, and the Kremlin has not issued a response addressing the claim.

Ukraine has not released additional intelligence details, citing the sensitivity of such information. Zelenskyy said Kyiv continues to engage with its partners while closely watching diplomatic contacts involving Russia.
