On September 1, 2024, the Digital Trade Agreement between the UK and Ukraine came into effect. This new agreement aims to make trade faster, cheaper, and easier for businesses in both countries. This is one of the world’s first trade agreements that focus solely on digital commerce. As Ukraine faces ongoing conflict, this digital approach offers vital support for its economy and helps keep it connected to the world.
Transforming Trade Through a Digital Trade Agreement
The conflict in Ukraine has damaged much of its infrastructure. This makes traditional trade difficult and costly. The Digital Trade Agreement focuses on digital platforms, which allows businesses to avoid these challenges. It enables companies in the UK and Ukraine to trade more easily and affordably online.
Digital trade is particularly important for Ukraine right now. Before the war, Ukraine was becoming a major exporter of IT services. This included areas like outsourcing, cybersecurity, artificial intelligence (AI), and mobile applications. These sectors were growing rapidly and bringing in significant income for the country.
The Digital Trade Agreement helps Ukraine keep its access to the UK’s digital markets. This is key to supporting these important sectors. By using digital trade, Ukraine can continue selling its IT services abroad, even during the war.
Boosting Ukraine’s Economy and Preparing for Recovery
The Digital Trade Agreement comes at a critical time for Ukraine. It supports the country’s economy during the conflict and prepares it for recovery after the war. Yuliia Svyrydenko, Ukraine’s First Deputy Prime Minister and Minister of Economy, highlighted the importance of this agreement. She said:
“This agreement will help Ukraine join global supply chains and grow its small and medium-sized businesses. It will keep Ukrainian IT companies connected to UK digital markets and provide vital support to our economy during the war and in rebuilding.”
By focusing on digital trade, the Digital Trade Agreement helps Ukrainian businesses stay active in global markets. This is crucial for keeping the economy alive. Even when traditional trade disrupts, digital trade offers a path forward. The UK, as a technology leader, is well-positioned to help Ukraine transition to a more digitally integrated economy.
Strengthening Trade with the Digital Trade Agreement
The Digital Trade Agreement is anticipated to greatly enhance trade between the UK and Ukraine. In the year leading up to the first quarter of 2024, the total trade in goods and services between the two countries was worth £1.6 billion. A large part of this trade involved digitally delivered services. In 2021, the UK exported £151 million in digitally delivered services to Ukraine. This was 54% of the total services exported to Ukraine.
This Digital Trade Agreement is expected to increase these figures. It will provide a more supportive regulatory environment for digital trade, simplify rules, and reduce costs. This means that businesses in both countries will find it easier to trade with one another.
Encouraging Tech Partnerships and Innovations
A key part of the Digital Trade Agreement is to promote tech partnerships between the UK and Ukraine. The UK-Ukraine TechBridge program, introduced through this agreement, seeks to promote collaboration in the tech sector. This includes areas such as cybersecurity, AI, and other emerging technologies.
Sabina Ciofu, Associate Director of International Policy & Trade at TechUK, praised the agreement. She said:
“This digital trade deal will strengthen tech ties between both countries. It will also lower trade costs, especially during these difficult times.”
The TechBridge program helps connect Ukrainian startups with UK clients, partners, investors, and mentors. This kind of support is essential for these startups to grow and thrive, even in challenging conditions. Pavlo Pikulin, CEO of Deus Robotics, said that the program played a big role in his company’s success in the UK market. He thanked the UK and Ukrainian governments for making it possible.
A Strategic Partnership for the Future
The Digital Trade Agreement represents more than a typical trade deal. It is a sign of a strong partnership between the UK and Ukraine. The UK shows a deep commitment to supporting Ukraine in its fight for independence and economic stability. For Ukraine, it provides a path to rebuild and grow in the future.
Jonathan Reynolds, the UK Business and Trade Secretary, highlighted the significance of the Digital Trade Agreement. He said, “We are modernizing our trade with Ukraine with one of the world’s first digital-only trade agreements. Digitalizing the economy is key to supporting Ukraine’s fight for independence.”
